Through human resource and institutional capacity development, the UPIC program, consisting of the above inter-related institutional development projects, will support Malawi's education reform effort in four critical areas, as follows:

Establish a sufficient core of professionals who meet the minimum qualifications for overseeing the analysis and planning functions of the education sector.

Establish in-country the institutional capacity for granting advanced degrees in two critical areas: a) Education Leadership and Planning; and b) Primary Education Methods.

Establish sufficient numbers of adequately qualified primary school teacher trainers and establish the institutional capacity for maintaining sufficient numbers of qualified teacher trainers with primary school specialty degrees.

Establish the technological and human capacity needed to provide instructional support and access to up-to-date professional literature for Malawi's education degree granting institutions and teacher training colleges and for non-institutional professional development programs of the MOESC. This support will be provided in the way of electronic communication with education professionals across the country and throughout the world and library linkages through Internet technology.
